Sold my car last year and forgot to remove the plates, new owner refuses to get rid of or put them in his name. What do I do?

Title explains most of the situation. I sold my old car about a year ago and have occasionally spotted it around town with my old plates on it and outdated registration. And today I recieved an unpaid parking ticket in my name for my old car. What can I do about this? Is this not fraud? I do know who the man is as I sold it through facebook and have his info but what do I do?
