I have a family member that needs a prepaid, reloadable card for her spending and budget habits. I have checked Green Dot, Blue Bird, Walmart Money Card, and others, but I'm having a hard time deciding which one will fit all my needs.
The plan is to load the card every other Friday via ACH (Direct Deposit) from my Credit Union.
Here's what I need

A low monthly fee (Monthly deposit will range from $850 - $1050)

The ability to load emergency funds instantly (via debit, written check, or ACH) without going to a third party (CVS, Walgreens, Gas stations, etc..) to purchase a "Money Pack" or some other prepaid. Bonus points if I can do this via mobile app

The ability for this person to write checks if needed. I know Green Dot has the ability to write checks, but the check has to be authorized via code and the funds are withdrawn immediately

An extensive ATM network to withdraw money without additional fees

The ability to get cashback from a register without fees

Need to be able to purchase this card today with funds loaded immediately
