My 3 year old daughter has dual citizenship through her half-Finnish Mom so when it comes time we want to send her to the state sponsored university in Finland. Juuuuust to be safe, I want to start contributing to a 529 now, in case she absolutely refuses to move to Europe, or Finland stops being socialist sometime in the next 15 years.
Is there a 529, or 529-like product that can be used internationally, or withdrawn later with minimal penalty?
