Google has announced that hangouts will be split into to different services in the future, and google voice may not work with it anymore once the change happens.
However, google voice app does have calling and messaging in it and works basically the same as hangouts, its just a different app with different design (if you used it in the way past, try again, they changed the UI and stuff to be more a messenger app).
Not sure when the changes are coming, just a FYI so you can prepare for your hangouts dying.
