Is This a Violation of the FLSA

So my employer refuses to pay me overtime hours despite me working 5 hours of overtime every pay period (2 week.pay period.) Is this enough to get him in trouble with the board of labor? Text message logs included below. Some context; I asked my boss for a raise and they agreed on the condition that I replace all of the trashes outside of the store (there are 16 trash cans). As I work the graveyard shift alone, I don't have any chance to do this until my manager takes over for their shift, causing me to get 30 minutes of overtime every day. What should I do about this? He's already flat out refused me the 5 hours of overtime, now he's saying all future overtime will be paid at a non-overtime rate.

Boss: "I gave you a raise to do the trash, we don't do overtime."

Me: "So I'm working off the clock when I'm doing the trash?"

Boss: "You should be able to do it on your shift, [manager's name] gets there at 5, you have an hour of overlap."

Me: "No she doesn't, she always gets here between 5:55 and 6:00."

Boss: "Okay, then I'll add 5 extra hours to your next paycheck, but they won't be overtime. They'll be paid at your regular rate."

Me: "Okay, so how are we going to handle.me doing the trash in the future? I understand you don't want me getting overtime but I can't do the trash until after 6."

Boss: "Probably like we're doing now, I'll just add an extra hour for you."
