Previous boss withheld my paycheck for almost a month, gave them a final notice today before filing a complaint with the department of labor. They didn’t respond and have not paid me.

I haven’t called the department of labor yet, I will once they open tomorrow. I have all the screenshots so I have no worries I’m in the right but I am worried that they are in the process of selling their store, so if someone from the department shows up they won’t be there. Also they NEVER answer phone calls. If the employer doesn’t answer emails, mail, phone calls, and can’t be reach in person does that mean I won’t get paid? I’m in CA btw.
