Would you report an insurance fraud even though "it's not your business"? My dentist is claiming and charging the insurance company for a quadruple amount from what I actually received

I got 4* surfaces fillings but they claimed 18* to the IC to maximize their profit. I don't have to pay btw but I feel bad that insurance companies paying way more than how much they suppose to pay out to the hospitals.

If yes, how and where do I report this to?
