So there's no way to budget for it? What's the adult reasonable way to manage this, so it's not an uncontrollable factor of grab-bag surprise debts?
Anything that gets messed up they just blame some nameless other side of the bureaucracy, and the extra money and stress comes out of me

They will probably blame my insurance plan, which had some revision tweaks

Is the solution to stop getting sick? Or ignore all illnesses where I'm not near-death
