Is it acceptable to negotiate on a lease for an apartment rental?
I'm moving soon and there seems to be two kings of places I've been running into:

Places where the price is in the low to median range, but looks shady to live in, doesn't do tours in person, etc.

Places where the price is in the median range, but when you actually apply suddenly the price jumps 20-30% and that 1500 1 bedroom has now become 2100 dollars per month.
Anyway, would it be okay to negotiate on the second type of apartment? I wouldn't try to negotiate on places that are cheaper and more affordable. Then again this is my first big move, so let me know if I'm doing something wrong here.
