Bullets for easy skimming. but first: She absolutely cannot live with or be financially supported by me nor my sister. Let's get that out of the way before anything else. I have a younger brother as well, but to my knowledge he is also not in a position to take her in.

Relevant information:

  • My mother is homeless (not on the street, staying with a friend) and unemployed
  • She has 15k debt from my brother's student loans (parent plus) and 2k debt of her own
  • She has 70k from my late father's life insurance (they were divorced when he died, but he forgot to cancel it)
  • She can and is planning to switch to his SS after she turns 66, which will max out at $2100/month
  • After age 66 she will be allowed to make $35,000 USD/year without penalty. After which point for every $2 she makes above that amount she will need to pay the government $1.

I am looking for advice on where she can go given the following information:

  • She could theoretically move anywhere in the US, but she is currently in southern CA. I live 2 states away, my sister 3 states away, and my brother lives in northern California.
  • If she lives off of SS alone, she'll have~700/month to spend on rent. Are there social programs she can enroll in for cheaper housing? If so, which states/cities/locations provide the best options?
  • She is physically active and loves animals. She also already has been doing Rover. I expect she could continue to do this, but would need to be near cities with enough pets to support that market.

Any additional advice would be greatly appreciated.
