TLDR; Should I take a new job to be closer to family and friends and potentially miss a promotion?

Had an interesting proposition come from a former coworker who also works for the same company just with a different product in a different city now. The opportunity would be more or less a lateral move and cause a potential delay for a promotion that I would be do for next year If I stayed in my current position.

The new job would be closer to my family and friends and perhaps have more potential for development opportunities within that department more so than the current department which is crowded with people in leadership positions who aren't going anywhere anytime soon.

I just completed an expat assignment and need to stay with this company for at least two years or I'll have to pay back my relocation expenses. When I came back from the assignment they had promoted another guy ahead of me to a leadership role, albeit he has many more years with the company. I haven't really been too happy with the work since I've been with this company. It's a huge company with lots of bureaucracy. It's just getting kind of old. The compensation and benefits are pretty good, though.

One way or another I may poke my head up again and see what else is out there outside of this company. This was my first job out of college and I've been with the company for seven years.

What do you guys think? Would this be too much of a setback or should I give it a shot as long as the compensation is comparable? I was really hoping for a promotion soon this year.
