Job posting says the pay is $33,000 - $55,000. They ask what my minimum pay requirement is. Is my response the ceiling or the floor?

If I say, $45,000, is that the most that we could settle on or the least? Should I instead wait for them to make an initial offer?

To be clear, this is on the application! So I don’t know what to put yet.
