So I ordered an item ($160) off of Amazon that came with the prime two day shipping. I also order two more items ($40) that were apparently shipped in the same box to my Amazon locker at my college. I open the locker only to find the two items ($40) and not the more expensive item. I call Amazon that day and they begin an investigation. I call them after the three days are over and they say that risk of loss is transferred to the buyer once the package is received by the carrier. This means that I will not get my refund or replacement. They instead ask for a police report. I ask them how that will help my case and they tell me outright that it won't. So I blow $160 on an item that is sold and shipped by Amazon, don't receive it, and am demanded of a police report that will not get my money back. By this time I have already bought the item myself a second time to replace it because I need it for work so I no longer need the item from Amazon, just my refund.

I have requested a refund in the past on two items and they were able to give it to me on the spot so I have no idea what is different this time. They claim it was out of goodwill. I purchased this recent item on my credit card so I have already proceeded with the charge back. I am afraid of my credit card company siding with Amazon on this and I will be forced to pay $160 for an item I did not receive. Is there anything else I can do? I am filing a police report at this moment in case it might help me.

EDIT: After giving Amazon my unofficial police report, the agent stated that they will resolve the issue with a refund once I submit the official document.

EDIT 2: I will be heading to bed soon so any other comments might get replies in the morning. Thank you for all your suggestions and thoughts.
