My mom gets by on social security (I think $1,300/month) and a pension (~$400/month). She's a 61yo single lady that basically needs to get around in a wheelchair, but she also has a nurse/caretaker that the government provides.

I'm concerned about how happy she is with life, and I don't think she lives where she wants to be. She lives in an apartment building filled with only college students. Her lease will last a year, and I hope it's long enough for me to get the CPA exam out of the way so I can move her somehwere. Just graduated college btw.

I think a location where a bunch of retired people live would be a good spot for her to make new friends. She also needs a good source of transportation (bus, uber, lyft, reliable taxis) for grocery shopping (she enjoys doing that herself).

I think she'd like a quiet area, but an apartment building where people are around her. She loves the beach, but idk how realistic it'd be to get her near one.

I thought about Richmond, VA just because it'd be close to where I'll be working (D.C.), but at that distance, it prob won't matter, and idk enough about Richmond. Not exactly sure if living near me would actually make her significantly happier in the long run.

I want her to be happy, and I think this would be a good first step. Any advice concerning my general goal would be appreciated. Even any bill payment service recommendations would be nice.
