Preface: I'm a noob, pardon me

I was reading an article on Bloomberg today about Global debt topping $247 Trillion, as well as growing at a rate of approx $10 Trillion/year over the last 10 years. Those are super alarming numbers to the ear, but do they mean anything? I cannot imagine that this is ever going to be paid back, especially given the rate of debt growth over the last decade, so why does this even matter? This sounds like something used as more of a scare tactic to noobs like myself than any sort of valuable information.

Besides, who's the World's Debt Collector anyway? /s
