Have 10K savings, 13K in CC debt, want a 10K car.. should I pay down CC debt and get a car loan or pay cash for car? Is 10K a reasonable car price for me?

My credit score is 734, I think that will get me an ok interest rate for a used car loan? I'm not sure how to find what my CC interest % is (and I'm kind of scared to look...) Also, is 10K a reasonable amount to spend on a used car if I'm making about 3.5K (before taxes) per month? I'm looking at 2010 priuses.
