I'm asking this question for my friend, who is the single mother of a "disabled" (cognitively delayed) nine-month-old boy.

She has been admitted into a graduate program at USC in January 2018. She's still deciding whether to accept. USC has offered her a bit of financial aid, but money is still a big obstacle. The reason for my posting here, is because she asked me to research what sort of public benefits/support she could get for her son's health issues.

She's currently neither a citizen nor a resident of the US. In her country (Israel), health care is essentially free; and since they've adjudicated her son to be disabled, she's getting benefits that are equivalent to 1.5 disabled adults. I assume that these benefits would be discontinued while she's outside the country.

I'd love to see her be able to follow her dreams and get her PhD. What sort of benefits programs should I be researching for her?
