I casually went to http://ift.tt/2iZ3IJx the other day, logged into my USAA account and it now it looks like it is available to the general USAA members no matter where they live.
Although previous reports were for a $8,000 or $12,000 credit limit. I was automatically given $25,000
Here are the terms: Purchase APR 17.40% (Prime+13.65%) Cash Advance and Balance Transfer APR 17.40% (Prime+13.65)
Pretty high APR, but they have to make the money back somehow.
