I'm sure this has been proposed before, but with the longest running partial government shutdown ongoing, a lot of Federal Employees are suffering because they aren't getting paid (though back pay will come). For those able to save, perhaps a rainy day savings account for these shutdowns is a good idea. We know this isn't that last shutdown.
