Cable companies are all con artists. They test you, increasing charges little by little, to see how much they can squeeze out of you before you actually do something about it. They figure that whenever they overplayed their hand, you'll complain or try to cancel, and they'll offer you a lower price.

I just called to complain about a $5 price hike, and the rep tried to get me to lower my plan, remove HBO, or do other things to lower my bill. I told him I wasn't going to entertain paying the same amount for less services. I liked my plan, I liked my price, and they fucked it up. Then I told him to just cancel my service, as I'll join cablecutters in sticking with Netflix, or maybe I'll just go get DirecTV Now for $35 a month. As soon as I did that, he put me on hold, and came back with a whopping $40 promotional credit on my bill.

I earnestly wanted to cancel last year, and got a $30 credit to stay. Now, I got $40. They bank on you forgetting that the credit expires, but you just gotta keep calling every six months to get them to bring down the price to what it actually should be.
