With climate change and carbon emmission cuts why would the energy sector invest in increasing production capacity? It would be more logical to increase profit since the economy needs energy and there is so high entry barrier for new companies that would be potential competitiors. And which bank wants to give loans to fossil fuel investments as that has no good outlook because of the transitioning to renewable energy?
