In early October of last year, the IRS (in error) sent me a letter saying I owed them something like $40k in back taxes from a previous year. Long story short, they screwed up, and counted some stock I sold with a zero cost basis when that should not have been the case. I filed a dispute basically immediately and sent them the documentation with the proper cost basis for the sales. Every 2 months since then, they have sent me a letter saying basically nothing other than that there is nothing for me to do but they need more time. Fine, the government is slow, whatever.

However, I filed my taxes this year, and for various reasons I am due a refund in the neighborhood of $20k. It's been a few weeks, so today I checked their website only to find that "Your refund has been applied to a past due IRS tax obligation." Basically, they stole $20k they rightfully owe me to pay a "debt" that I don't actually owe, but is still in dispute only because they have been dragging their ass for the better part of a year now.

What are my options here? Sorry if I'm coming off a bit harsh but I am pretty livid right now.
