Hi! I live in California. I set up an appointment and follow-up with a psychiatrist through a large psychiatric association. They required my credit card info, which they said was for fees if I missed the appointments. They asked me if I wanted to keep the card on file, and I declined. After these appointments, I received my credit card statement with full charges for the two appointments, plus a duplicate charge for the second. They charged my credit card without permission, but they also did not go through the primary and secondary insurances that I provided.

I plan on calling their billing department and notifying them that I will report these charges as fraudulent if they are not refunded and charged appropriately through my insurance within 5 days. Or should I just report them as fraudulent, then call?

Considering that they did this not once, but three times, I am concerned that this company is taking advantage of a vulnerable population. Where should I report this to have them investigated and prevent this from happening to other people?
