sorry this is long, but i'm feeling scared about this repayment of $10k and want to give as much context as possible. TYIA for any advice or feedback.

last year i had the bad luck of transitioning jobs, unknowingly, right before COVID-19 shut down the city/country. my last day at company A was thursday 3/19/20. i had a new job lined up at company B and my start date was tuesday 3/24/20. we all know what happened then. company B rescinded my offer/deferred my start date, so i applied for unemployment benefits.

i was ready, able and willing to work and continued looking for a full-time opportunity.

i did end up starting at company B on 6/4/2020. i stopped collecting benefits then.

this month i received from NYS DOL a notice of determination of willful misrepresentation: "you are disqualified under section 593.1 of the unemployment insurance law because you quit your job at company A without good cause. you indicated that you were no longer working due to lack of work when in fact you knew that you quit."

the notice says i was overpaid $4.5k in regular UI and $6k in FPUC.

i requested a hearing on this determination. i filed for unemployment because i could not start at company B as a result of COVID-19, not because i left company A voluntarily. is my claim legitimate?
