I was just thinking about how inexpensive 1/2" PVC pipe and fittings are, and it occurred to me that PVC pipe would be a perfect building material for kids. They could really go wild and build some incredible forts and all kinds of other things, and it would hold up to the abuse of playtime. You could easily pick up some pipe from the hardware store, cut it to different lengths with a handsaw, sand the cut ends, and along with a few fittings, you would have the ultimate building toy for under $20.
