Can a website (for instance like ebay or etsy) legally offer any sort of benefits packages like 401k, HSAs or FSAs to their sellers? Not that they would, but COULD they?

I'm curious if it would be a possibility? I know many people sell enough through them to get a 1099K form, so wondering if the companies can legally set something up.
