I have two children, ages 3 and 5, and would like to set up 529’s for them. I’m wondering if right now is a good time, as in, is there a “good time” to set up this type of account (like when the market plummets) or does it not really matter? Might be a stupid question, but I’ve no experience in the financial world/market. Also, I know there are better plans than others, so please recommend a good plan. I should add that I inherited a good chunk of money, so how much $ is a good base to start with in each account? I live in PA. Thank you.
