Just wanted to thank everyone who gave me suggestions and commiserated about my dud purchase! Thanks to many suggestions, I ended up getting a great resolution!

Taking advice from users who told me to escalate with customer service, I decided to call. I ended up speaking with two reps on the phone. The first offered me a $50 credit, which I didn't take because I don't plan to shop at rent the runway again. The second offered 15% off. As many people pointed out, I could buy a crossbody strap separately. Taking 15% off would have allowed me about $25 to buy a new strap. However, my personal feeligs are that I should have to spend additional time and money to go find a matching strap when the strap should have come with the bag in the first place. Also, out of the principle of the thing, I just don't think rent the runway should get away with selling items that are inaccurately described.

At this point, I decided to try email. The rep emailed me back and offered a full refund! She also sent me a shipping label, so I do not have to pay to ship it back. I am very satisfied with this outcome.

I can say that every rep I spoke to was very polite. So that is a positive. However, their responses were very inconsistent (yesterday I was told that they couldn't do anything, now I am getting to return the bag for a full refund). As well, there were several other comments in my post saying that people have had similar experiences with rent the runway's final sale merchandise, so I don't think think my experience was unqiue. Overall, I would highly caution everyone from shopping rent the runway's online sample sale.

One thing that was also kind of weird was the inconsistencies between each rep's stories. Yesterday on the phone, the rep told me that online sample sale merchandise is final sale as-is. The rep over email told me that online sample sale merchandise is supposed to be "gently used," and the items still go through "rigorous quality checks." I felt that it seemed odd, because you wouldn't need to quality check an as-is item since you are going to send it no matter what condition it's in.
