Does "Time in the market beats timing the market" basically mean, put all the money you can afford into the market right now? If not, why?

It's probably one of the most famous investing catchphrases, but I wonder if it means what it does, and if you believe it, doesn't it mean put as much as you can afford into the market at all times? Is that really the best strategy? And if it's not, why doesn't it mean that to you?
