Extra information: The employer is a huge bank in the US (think Chase, Capital One, Bank of America).

It's in relation to Paid Time Off that was overpaid. The letter gave a phone number for HR for any questions I might have. I called because I want to understand how that PTO was calculated, since I know that I haven't taken too many days off and this kind of doesn't make sense. Still, they might be right, but before sending them $700 I want things to be clarified.

On the phone they tell me they need to contact me back, because HR can't answer those questions, only a special department can. They ask for my personal email, which I do not give out, because it's my personal email. They ask for my phone number, I give it to them, and they tell me they can't reach out to me on this EU number because of roaming charges. I tell them I cannot pay $700 without my questions answered, and if they really want me to pay them back, they need to contact me the way I can receive contact.

They're the ones who want something, I didn't ask for any of this, and it's a huge pain in the ass, and it's a lot of money.

If they don't contact me back on my EU number, I probably won't want to pay them back because that's ridiculous.

What will/can happen to me if I don't pay back? They said that if I don't pay back in 2019, it'll be $950 in 2020.

But I live in Europe now, with no ties (bank accounts or anything) to the US. What can really happen to me?

Thanks
