My local Payless had all shoes marked down to $9, purses $9 and all other accessories $3 (6 pack earrings, 6 pack of socks, etc). My store still had a decent amount of inventory, so I feel like it's at that sweet spot where the discount is good but it's not slim pickings yet.
Edit: call your location before making the trip. It sounds like some locations aren't doing this yet :(
The ones I know for certain are in Minnesota (Richfield & Burnsville)
