My brother is 33, and his fiance is 30. They were t-boned this last weekend by a driver who ran a red light (texting). We live in Nebraska. There were three eye witnesses and all said the other driver ran the red light, was speeding 45 in a 35mph zone and the forensics confirmed it.

She admitted fault at the scene. My brothers car was thrown across 4 lanes of traffic, over a curb and into a bank parking lot.

Both my brother and fiance had to be ambulated to the trauma center. Both are expected to survive. My brother suffered internal bleeding, head trauma and multiple abrasions. His fiance suffered right leg ligament damage and fractures in her right femur and foot.

We just found out that the other driver was driving a vehicle that was not hers and was not insured. My brother has Progressive auto insurance (full coverage) and a $500 deductible. The license plates brought up a totally different car in the police records so they're thinking fictitious plates as well.

He lives paycheck to paycheck.

I'm wondering what the options here are?
