One of the cheapest phone plans in Canada is Bell's prepaid where you top up for $15 a month. I paid for it last year and would often exceed the limit.
I found out about textnow a couple of days ago. It's basically like Google voice. You get a phone number, texting and calling USA and Canada is free. The only catch is you need wifi/data. I'm lucky enough to have wifi at my house and university, so I'm accessible nearly always. Great alternative if you have good wifi coverage.
