Apologies for another Buffett post in the feed, but I found some of his comments a bit confusing. If he's saying he would buy some if it was cheaper imply he doesn't think it will go back above where it's at now?

He says he dollar cost average is 141, which is very low and surely gives them enough room to make a purchase? The way he talks seems to be that he doesn't see the stock growing all that much in the future. If he holds for the periods he does than why does he care if he gets in now vs when it's a dollar or two cheaper? He didn't buy more in December so I don't know how cheap he's expecting it to go.

Also, can anyone explain to me the 10% rule he was talking about. Never heard about that before.
