I started a job which allows me to contribute to both a 403b and a 457b. I am very risk averse, but would like to get better than the 2% interest I get from a savings account.

I also have enough savings to buy a house for the purpose of renting, but would not want to do so unless there is a sufficiently high ROI (defined as being at least 3%/year better on average than other means to grow money that are more or less hassle-free).

I know that there are lots of variables to consider, but all else being equal, would investing most of my savings in 403b+457b be better (a hassle-free way to get a much better ROI compared to my savings account) than investing in property for the sake of renting (it's hard to find good renters in my town, but house prices are relatively low)? Or is there another option that's also pretty low risk, but provides a healthy interest rate such as mutual funds?
