
Good morning, I built a detached garage roughly 75 feet from my main house. I ran electric from a 40amp double pole breaker in my main panel to a sub panel in my building with number 8 wire (four conductors; 2 hot, 1 neutral and one ground). None of the receptacles in the new garage work. In the sub panel I read 240 volts across the two hot legs, and 120 across one hot leg to neutral. I read < 2 volts neutral to ground. I disconnected everything in the new garage except the very first receptacle in the line. When I meter the receptacle I read 120 volts hot to neutral. When I apply a load to the bottom receptacle my meter drops to zero and the load never powers on. As another test, I wired a receptacle directly out of the sub panel and got the same result. When I plug a circuit tester into the receptacle and meter the other receptacle I read roughly eighty volts. I did a continuity check on the neutral and ground wires going out to the new garage just in case I mixed up the wires. Both tested fine. I'm stumped as to what the issue could be.
