Sorry if this isn't posted in the right place, as this pertains to an apartment, not a single family home. I looked for a flair for "Renting" and didn't see one, and "Housing" is about the only thing that comes close.
So, I rent. My dad and I are both tenants in the apartment.

Take note, for whatever reason there seems to be a month delay on these, e.g. the water bill posted August 1 actually reflects water usage during the month of June.
Water and sewer bill were fairly low last year. Towards the end of year, my dad was diagnosed with cancer and we had a lot of family over for that reason, so there was a temporary spike. (Expected.)
From January 10 to July 15, I was deployed overseas, and my dad was the sole tenant. His water usage was minimal, so the bill dropped considerably.
During the month of June, while I was still overseas, we got hit with a $350 water bill, $350 sewer bill. $700 total. There was no apparent water leak in the apartment. When I got home and this bill was posted on August 1, I complained loudly to the apartment complex. They took off $580, but ultimately, we were still expected to pay $120 towards the bill.
September 1, bill is down from $700, but it's still high. $51 water, $46 sewer. The sewer rebill is way higher than it's ever been.
I'm worried there may be an existing problem that the apartment isn't taking seriously and therefore isn't fixing. A leak at the water meter, for example. I don't want to be paying an elevated water/sewer bill for all eternity, and I don't know what recourse I have if next month's bill comes in and it's also high.
Advice appreciated.
