They're saying I'm partially at fault for not paying attention/avoiding it. This is kind of ridiculous since he pulled out behind me after I passed him, as is evident with my rear door and bumper being damaged. They're only offering 70% without any video evidence etc. I don't have a dash cam. Any advice?
