A lot of universities have an Abandoned Bicycle Policy. It's exactly what it sounds like- bikes that are deemed abandoned (locked to a public bike rack for an extended period of time without moving) are tagged, removed, stored for a certain amount of time in case the owner wants to claim it, and then sold or donated.
The university I work for tags abandoned bikes, monitors them for 7 days, removes them into storage for 60 days, and then puts them up for sale. We seem to have a large scale bike sale about twice a year- typically after graduation. Which is right about now.
College students are kind of notorious for not wanting to transport things when they graduate. A lot of times they just give away/leave their old stuff rather than dealing with trying to sell it or donate it. Not all of the bikes are in bad shape or even bad models- some people just genuinely don't want to deal with moving a bicycle.
