My school homework is to look for periods when Unilever ADRs were mispriced by more than 3%

But isn't it always mispriced by more than that?

Since UNILEVER NV (UN US) has 1.71b shares outstanding, price around 55$, and UNILEVER PLC (UL US) has 1.23b shares outstanding, price around 54$.

1.71/1.23=1.39 should equal NVprice/PLCprice if the mispricing is 0%. But in this case it’s far more than 3% all the time. What am I calculating wrong?
