How much scrubbing & 'pre-washing' do You (& should you *Have* to) do Prior to loading all your dirty dishes into the Dishwasher? Goal: Minimize water & energy (& time) use!

We were just rinsing dishes and then putting them into the dishwasher at our rental home...but noticed they weren't getting clean. Yes, already checked the drain, etc etc ... It's an old, bottom-only sprayer, and we live in an area of 'Hard-as-phuk' mineral water :(
