I always assumed frozen goods would weigh a little more so you couldn't make a direct comparison of frozen to fresh when comparing cost/weight. But I figured the difference would only be 5-20%.

Today I defrosted a 1kg (~2lb) bag of marinara mix, sold frozen. The bag was $10 AUD. After defrosting, washing and rinsing the seafood weighed 0.47kg (~1lb). I didn't even dry it after the rinsing so it was probably a bit lighter.

I was shocked. I can buy it "fresh" (generally means it had previously been frozen but they've defrosted it at the deli counter for you to buy unfrozen) for ~$13/kg. This defrosted marinara mix actually came out at ~$21/kg post defrost.

Is this normal? Does this apply to all/most frozen things? Do they really lose that much water upon defrosting?
