Should I fix it, does it need my attention right away? There is a batch of bubbled paint right below the windows. The windows are uPVC, which is aluminum frame. Should I seal it? The climate here is little to no rain. What I have on hand is PVC foam closed seal, used to seal doors and windows, can I use that?
