They're basically going to completely develop a fee based or pay as you go system where small stores can use their cashless / modular systems - in the same way AWS is set up. Any small business can use their SaaS/IaaS/PaaS services; it's completely scalable and is completely fee-based.
The point of buying Whole Foods was to deploy it in Whole Foods across the country to see how the cashierless systems work, and then allow small retail and grocers in the country to be able to use them.. and try to basically destroy large retailers like Walmart in the process.
