
I got a builder to start a project for me and I paid a third up front and had scheduled two more payments after each remaining half was done. I was losing faith in his ability (to do anything really) so he warned me he would only refund half the down payment.But now due to zoning/easement issues, he is unable to do any work at all; but he still wants half the deposit! He says he had to purchase engineering diagrams for the city plan reviewer which I don't begrudge him, or a decent number of hours of labor (2-4?), but this is too much money for zero amount of tangible work done.Any tips or advice?
