Power went out at work today, and my managers made everyone clock out and remain in the store. Should we still have been on the clock since we couldn’t leave and were still under the employers control?

Today, the power went down for much of my town. I was working (fast food) at the time, and my managers made us clock out and we couldn’t leave the store. From my impression, it was under direct orders from the general managers and the owner. If we had to stay in the store, still under our employers control, should we still have been compensated for our time?
