[VA] Underage sister got into a car accident. Parents are unable to pay rent, car expenses, the accident, court expenses. Have literally no clue what to do.

Financial burden on my family because of her unbelievable actions. Late on 2 months rent and won't be able to pay next months rent, electricity and phone bill. What should we do?
