Hello people.
I don't feel safe writing where I live, but I will say that it is in the old soviet bloc, and I am older than 20 years of age. Where I live, we are starting to have extreme capital controls, and I fear that soon all foreign currency that is in the banking system (not hidden under mattresses in cash form) might be forcefully seized.
So luckily before all this got worse, I got myself a Visa Card, and can still legally move small amounts of USD out of the local banking system (I doubt I will be able to wire any USD out, just VISA card).
I did some research, and concluded that I needed an offshore bank account. I fear that I cannot travel abroad to open it. I don't have much money, around $5000. Internet search results are almost all drowned in recommendations for US people, or people with lots of money.
Can someone please recommend me a good bank that has such options? Namely open an offshore account online or through the phone (I can scan needed documents), and so that it does not require large amounts of money for eligibility? If it comes with an option of a Visa\MasterCard attached to it, even better.
If you have other advice, or if I am going about this completely wrong way, please do tell!
