I hope I can ask here, and I hope my questions aren't too stupid. I never opened a business before, so please excuse my (probably soon to be obvious) ignorance.

The opportunity I see:

There is this car rental building near a major airport I know where there are like 35 car rental companies in a circle in one huge big room, and that room is usually packed with tired travelers just waiting to get serviced, I would estimate between 50-200 people at any given time (depending on how busy it is). I would say 80% of the room are just waiting their turn, each wait is a minimum of 15 minutes in most cases. And in this room there is nothing when it comes to coffee, refreshments, etc. There are like two vending machines near the bathrooms, and all they sell is crap in them, not even coffee.

There is nothing in or even in the immediate proximity of this building when it comes to coffee/refreshments needs. It appears like it would be a monopoly, which I find strange because this seems like such an obvious golden opportunity.

I was thinking why not just set up a kiosk in the center of this room, and serve everyone coffee and sandwiches? It's literally a super money making opportunity just waiting to be done. I can't believe no one did it yet.

Questions:

1) What needs to be done in order to set up a business like this?

2) What kind of loan would I apply for in order to set this business up? I have no capital to work with at the moment.

3) Do I need any special licenses?
