Regarding HDD and CDD, I'm a bit confused by the values for some regions and how to interpret them.

For example, I see that in the pacific region, HDDs are up this week compared to last year (Indicating lower temps), but CDDs are also up this week compared to the previous year (indicating higher temps).

HDD/CDDs are a benchmark for measuring energy usage, but I was thinking that I could also examine them as a measure to see temperature trends for areas. Is that not the case?
